Nineteen of Daniil Medvedev's 21 titles have been earned on hard courts
A revitalized Medvedev won his first championship for 882 days with success over opponent Moutet in the competition championship match.
Medvedev, a former top-ranked player, has endured a challenging season, achieving just one match at the major tournaments and experiencing a setback at the New York tournament.
Medvedev's unpredictability on the professional circuit - and issues with his serve in particular - caused him falling of the world's top 10 and ultimately splitting with long-time coach Cervara.
Currently working with Thomas Johansson and his other coach, the tennis star has steadily progressed in the recent weeks - peaking in a closely contested competitive win over Frenchman Moutet.
This marks the player's first championship after the Italian tournament and maiden on a hardcourt since spring of the previous year.
Success also signifies the Russian has won twenty-one championships at 21 various events.
"For the first time I have attended a competition with my children simultaneously, so to secure a title is especially meaningful," said world number 14 Daniil Medvedev.
"This championship is in honour of my child my daughter, because the maiden victory I got when my first daughter my daughter was born was for her."
Medvedev, the past champion, had lost his previous six finals, including in that event in the past months.
Medvedev's counter-punching play style and recurring reactions on the playing surface had prompted observers to question if his skill to perform at the highest level was over.
Yet the 29-year-old has made changes in the last few weeks, striving to advance forward and play positively, backed up by an better service.
Medvedev recovered from a break down in the initial set against the difficult Moutet, winning 4 of the final five games to go ahead.
The competitors traded breaks in the following set before the Frenchman, striving for his maiden professional title, seized the initiative to push for a final set.
Moutet defended 4 early-game opportunities in a close third set before Medvedev broke to 15 to serve for the match.
Appropriately, the winner secured the title with a point at the net area, with the Frenchman unable to handle a return after a lengthy match.
